Designing Interventions That Produce Durable Institutional Change
Who it is for: Ministries, multilateral agencies, and development finance institutions responsible for designing, funding, or evaluating capacity-building interventions at scale. Engagements are single-institution only and are delivered to teams of two to four senior professionals. Leadership must sign a Program Commitment Statement before the engagement begins.
The problem: Across nearly 75,000 projects at five major multilateral development banks, capacity-building projects consistently underperform comparable interventions. The dominant model trains individuals while leaving organizational architecture unchanged, so participants return to broken institutions and the gains fade.
What it does: The program consists of two five-day residential modules separated by a 90-day implementation period. Module One diagnoses the intervention portfolio against a three-level complementarity framework and closes with an Architecture Blueprint Session. The 90-day period embeds the architecture under AAIA’s guidance. Module Two stress-tests the architecture and hands full ownership to an internal custodian.
What the institution leaves with: the Institutional Capacity Architecture, the Gap Architecture Map, the Three-Level Diagnostic Framework, and a Sustainable Evaluation Protocol that tracks results at 12, 24, and 36 months. A 90-day post-program review follows.
